The head of the Department of innovation and technology activity O.Y.Derbeneva took part in the seminar of the Ministry of education and science of the RF, dedicated to the questions of the use of different tools of private-state partnership in the innovative sphere. The seminar, which gathered officials from the institutes of the North-East federal district, who are responsible for innovative activity, was held on the base of Saint-Petersburg state electrotechnical university «LETI» 25-27 June 2014 года.

Representatives of the Ministry of education and science of the RF, organization-monitors of FSBSI «Scientific-research institute– Republican research scientific and consulting centre of examination », JSC «Interdepartmental analytic centre », «Inconsult K» Ltd, FSAI «Russian fund of technological development » presented analytic materials on Russian institutes’ participating in realization of the RF government’s decrees №218, №210 и №220, assessed activity of the institutes of development and application of the tools of private-state partnership for the Russian economy.

Special attention was given to the results of monitoring of innovative systems in the institutes of Russia– participants of the fulfillment of the decree of RF’s Government №219 от 9.04.2010. Developmental assessment of innovative sphere, interaction with industry, creations and developments of business entities are summed up. Monitoring is carried out by the Department of strategy, analysis and prediction of the Ministry of education and science of the RF and by organization-monitor FSBSI SRI RRSCCE. In rating are included 77 institutes, which obtained the financing for the creation of innovative systems.

According to the rating of innovative systems of Russian institutes, Petrozavodsk state university got 67,63 points of 100 possible and took the 2nd place among the institutions of NEFD (after LETI) and the 14th place among the Russian institutes (the first place, scored 81,82 points, took Irkutsk state university).

On the results of monitoring of business entities’ activity with establishment of the institutes, PetrSU takes the 1st place in the rating in NEFD, scored 85 points, by the level of development of innovative sphere of the institute- the 2nd place in NEFD, having 75,7 points, having yielded to Saint-Petersburg state electrotechnical university.

In the seminar on the questions of the use of different tools of private-state partnership in the innovative sphere were presented presentations of innovative activity of 9 best institutes, selected according to the results of the examination of innovative systems development’s dynamics since 2010 to 2014 from 27 institutes of North-East. The presentation about the results of the development of PetrSU’s innovative system performed O.Y. Derbeneva. Within the framework of the development of innovative infrastructure and program of strategic development 124 mln rub. of budgetary funds invested into the development of PetrSU’s innovations for the creation of infrastructure, acquiring of equipment, protection of the results of intellectual activity, creation of small innovative enterprises, advanced training, traineeship, invitation of Russian and foreign experts for the innovation’s development etc. As a result, settled and actively developing innovative system is founded in the university. 20 SIE are registered and their total turnover for 2010-2013 makes more than 150 mln rub. For the same period as a result of participating in federal and regional competitions extra financing, which make 1,1 mln rub., is obtained. Works and services in the field of scientific-technical activity are accomplished by the university to the sum of more than 1 bln rub. In the PetrSU’s «Intellectual portfolio» are collected 38 inventions, 107 useful models, 129 programs for computer, 13 «know-how», selection invention.

Olga Derbeneva introduces to the participants of the seminar promising directions of innovative developments and researches of PetrSU for 2014-2020 and two large infrastructure projetsm which were developed by the university within the framework of the Program of strategic development and operations for preparation to the 100th anniversary of the Republic of Karelia for the development of promising directions of PetrSU’s scientific and innovative activity: «Building of the 2nd line of the Institute of high biomedicine technologies- Unified multifunctional centre of modular training » and «Forming of infrastructure of PetrSU’s innovation technology campus».
